diabetes glucose ranges

Type 2 diabetes and lower A1C level?
I have type 2 diabetes and confirmed that 2 of fasting blood glucose, 2 oral tolerance tests glucose, and a random test of blood glucose testing and all came with very high levels above normal. But they are curious to know why my A1C is always like a normal person without diabetes. Does anyone know why this happens. My levels are in the range of 5% all the time.
As the A1c is an average, can hardly be as low in sugar high in sugars.
