diabetes fasting level

Latest test shows blood sugar fasting glucose of 116. A1c 6.7?
I know these figures are slightly higher. My question is, Can I control my diabetes with diet and exercise or should I go to the medicine, most have used diabetes drugs all that has led me to hypoglycemia, So im very worried abt going to any medicine. Please suggest / comment. Thanks
