How can you draw blood with a syringe?

I know that many judges in May of this action, but I just need an answer as to how. My brother has diabetes and a needle designed to inject insulin into his blood. I need to draw blood and have access his hands. I tried before I put the needle to rest my arm in three places, and my leg in two places where I could see a vein, pulled the plunger back, but I have nothing but a few drops to the point. A full response would be greatly appreciated. Thank you.
